Problem/Question

Since legislation was passed in the 1980s, New York State has provided adoption subsidies In order to increase the likelihood of hard-to-place children finding permanent homes. When an unusual case of welfare fraud was discovered, the agency administering the payments required a overhaul of payment processes conducted by an external consultant.

Outcome

Public Good Consulting was hired to develop a new comprehensive business process to execute $30million in monthly payments to adoption subsidy clients, trained staff, developed implementation-ready tools and created Policy & Procedures handbook designed to mitigate payment fraud and streamline efforts.
