Preparing Evidence for Homelessness Funding

Problem/Question

Every year the City of New York' must submit a request to HUD for funding to support all transitional housing shelters, programs and services according to their documented needs. The annual funding request is extensive, detailed and deadline-driven and includes a Point In Time count of unhoused people sleeping on the street within a 12-hour period, involving hundreds of volunteers and contractors. The City’s Department of Homeless Services (DHS) must also collect data on all available and occupied shelter and transitional beds that the City manages (capacity in late 2025 was about 125,000 beds per night). All of the data must be cleaned, sorted and prepared for submission to the US Department of Housing and Urban Development in order to determine New York City’s allocation.

Outcomes

CUCS is contracted to manage this annual project. Public Good stepped in to fill the role of project manager that had been vacant one year. We coordinated data collection and supervised CUCS staff to provide estimates of homeless capacity and need for the HUD funding request that met requirements and deadlines.
